I had the exact same thing happen to me. The character was
cut out completely, very close to the lines, and was attached
to another cel. I was not told. And it was the first thing
I noticed when I opened the package. So, the dealer would have
had to be blind not to notice. I do not care if a cel comes
with a pencil or not since I am purchasing for the cel. And I 
don't mind if the pencil is stuck since that is just normal 
with this hobby.  But as I paid over $300 for this particular cel - 
I was Really Upset! I would not have purchased the cel had I 
known it was cut like that, even if it was possibly done by the 
studio. And will not purchase from this particular person again regardless.
