i've gone through rinkya with many successful 
transactions, and i would highly recommend them.  
they post your payment to the auction very 
quickly, they give you status as to where your 
cels are (with the jp seller still or with them 
or on their way to you), they have fast service 
and they'll combine shipping if you win items 
within a two month time span (that's how long 
they'll hold your stuff in their warehouse).

they also have a sale constantly running, which 
is good if you're buying cels ^_~.
