Simply, a color copy.  They can be made by sellers
who have an entire cut, but want to up the value
of each individual cel in the cut, so they copy
the original background and include the copy with
each cel.  I, for some reason, don't think there
are too too many studio copied backgrounds.  Just
my impression though.
