Because you don't require Insured mail or EMS.  I 
do require shipping by EMS (although I have 
become lax about it this last month or so).  

And I have been blasted by you & others for not 
shipping outside of the US any way except EMS.  I 
was covering my own butt.  I HAVE lost money 
because of this scam.  

In the US I put delivery confirmation numbers on 
everything so Paypal can't do this.  For outside 
the US, EMS numbers are the only "trackable" 
numbers that Paypal accept.
