I've got a CCS pan cel with the top edge cut like 
that... other wise it's completely normal.  I've 
also got an OMG cel of Keiichi which has some 
similar problems--  no sequence number and an 
oddly cut (looks like cropped by hand) bottom 
edge, with weirdly placed sequence holes.  Plus 
odd line fading patterns!  I was told that the 
registration holes may have been punched by an 
intern or something like that, and it may well 
have been an oddly sized pan shot cropped by a 
previous owner.  It's not good enough to be fake, 
and it was cheap enough that I don't particularly 
mind the problems.  Here's the scan of my
