While I agree with you that they took too many 
liberties with this OVA, the studios have made 
it clear that they consider this the ending of 
the series. Does that mean that there won't be 
more? I won't say never since things do change, 
but as of now, that's their stance. Money talks.

Sorry, but this OVA wasn't made for new viewers 
since you pretty much have to know quite a bit 
about the Kenshin series to follow what's going 
on. This OVA was made to shut all the fans up 
about the last arc from the manga, if it wasn't, 
they wouldn't have included Inishi.
