Every cel doesn't have a background all of it's 
own.  SOmetimes more detail goes into 
backgrounds, most of the time and it would be too 
expensive to create one every time for every 
cel.  Some backgrounds can have more then twenty 
cel's that match with them.  That's why i liked 
Akira, i believe that most of the backgrounds 
where done with cg.  While the animation was done 
with cels . blah blah blah blah blah blah blah - 
might as well say who i am know
