The seller is not listing these prints as cels. 
According to the seller, these are "aqua sheets", 
pictures printed on sheets of see-through paper 
(possibly acetate sheets) and they're bought from 
the US. The seller is only advertising his/her 
auctions in the cel section because of the 
similarity between these prints and cels. So 
technically, it's not a scam.
