YES, I have gotten a couple of cels like this.  I 
paid top dollar for them too, thinking for sure 
that cels that nice would be cared for with the 
utmost attention.  One was obviously not kept in 
a cool place, as it has bad line fading.  The 
other was left in a holey bag, _with_ the 
original painted bg, unseparated.  The cel had 
shifted around so much that it had taken paint 
off the bg, and left the cel's acetate all 
dusty.  Neither cel is in any sort of condition 
that I would call ruined, but, had they been 
better cared for they'd be real gems.  I still 
love them, despite their damage ^_^.  I am 
shocked to see how people treat their cels 
sometimes.  Sorry you had to deal with that ;_;
