Seems that every time that this subject comes up, 
it involves Fushigi Yuugi. (I wonder if watase 
herself knows about this.. hehehe).

I don't collect FY cels anymore because the 
prices have just gotten more insane. I have one 
insanely priced FY cel, but it's my #1 ultimate 
dream cel. (every other FY cel i have cost less 
than $250, a few were less than $100). I'm 
fortunate to have gotten it. It wasn't jacked up 
by a dealer either, it was jacked up by other 
collectors (just like the $1800 nuriko on ebay). 
That's slightly more justified in my opinion. A 
cel is worth as much as the collector is willing 
to pay. If you love a character/scene so much 
that you're willing to pay $980, $1800+ for it... 
go right ahead. 

However, I feel that some dealers will try to 
take advantage of collectors. Fushigi Yuugi cels 
are rare indeed. But if I'm not mistaken... FY OP 
cels have sold for much less than $980. I guess 
it just depends on the dealer...
