I see that it is bent, not torn.  Look at the top
of the background and you will be able to see the
corner of the cel. It takes quite a lot to "tear"
a cel and this one definitely does not look torn
(though don't hold me accountable for it!).

Now, as far as framing goes.  It is definitely
frameeable even with the bend.  Just cut the matte
to where it will be like a "square" with the
inside corners being a line instead of a point.
(it would look very nice and elegant).  Sorry,
can't seem to describe it any better than that,
but just use your imagination and follow the way
the bend is . . .
That way it will cover it up and you will still be
able to see the entire cel picture.
