Sure you have to be willing to pay your maximum, 
but it's nice to understand the rules and take 
advantage of them.  I mean, why would Mandarake 
give you the option of entering 2 bids if it 
didn't matter?  Its a way to limit your risk of 
overpaying if you over-estimate the popularity of 
the cel.

Anyway, I have also won several auctions from 
them at my *minimum* bid.  So if no one else 
bids, you should definitely get the cel at your 
minimum.  

You should also get the cel at your minimum bid 
if there is another bidder, but your minimum bid 
is higher than all other bidder's maximum bids.  
Otherwise, why ever put in a minimum bid higher 
than the "start" bid???
I think the above is true for 2 reasons:
1)  There is an example of this scenario on their 
English bidding instructions.  See example 2 
under:  FOR INTERNATIONAL CUSTOMERS.
2)  The very first item I bid on had a very 
low "start" amount.  Both my minimum and maximum 
were *significantly* higher.  I won it at my 
minimum and I have a very hard time believing 
there were no other bidders because of the rarity 
and popularity of the cel.
