Hi, the cel is from My Little Pony Tales,
the last My Little Pony series Hasbro ever
created. This series was quite different from the
original My Little Pony series since it mainly
focused on 6-7 ponies.  Also, all the ponies on
the show were EARTH ponies (i.e. no pegasuses,
unicorns, or combinations there of).  If you take
out the pony factor, it was a show about 6-7
teenage girl friends who went to school with all
the usual teenage girl angsts and boy problems.

This particular cel, from left to right, features
Clover, Starbright, Ace, and Bright Eyes.  For
