Hi, thanks for the advice and insight!  I greatly
appreciate it.  I've e-mailed the seller asking if
she could ask the post office over there if she can
file a claim or not.  Tomorrow, I'm going to ask
my post office again if I can file a claim with
just photos or not.  I'll keep you guys updated
on the situation.  In the meantime, here is a pic
of the mook cel BEFORE it was mauled and mangled
for you to enjoy:



Sniffle, it was such a cute cel too ;_;, and there
is no other since it's a mook piece/cel made for
a book illustration!
