i think you should go by ebay's steps.  first you
send out a reminder notice after, 3 days i think
it is.  then after 7 you send out another, then
there is a non-paying bidder notice and then you
can claim a refund.  i am not sure how many days
you need to wait for each of these steps, but go
read what they say in their rules.  when you get
your credit back, just leave a negative for the
buyer and relist the cel.  don't play games with
dead beat buyers; it will just make you sick.
