i'd have to say also that i find it more 
rewarding to make fan cels for myself, although i 
do a lot of commission work, some of those i even 
hate to part with (^-^).  if you don't think that 
you're into making your own fan cels, the best 
out there that i've seen is either forky (who i 
believe is running on eBay under the 
name "skysenshi" now?), or vitani (i'm a big fan 
of her work, especially her original cels!).  
like i said, i've never commissioned another fan 
cel artist, but that's my opinion on who i would 
commission if i did.

i'd give props to myself but (a) i suck =^-~=, 
(b) i take waaaay too long, and (c) i've only 
ever done one eva cel, but it was an original 
fanart cel.  hope that helps,
