You should definitely file a Non-Paying Bidder 
form, then the Final Value Fee Credit form, to 
get your fees back.  Actually, it's funny how 
often when I file a NPB that I get my payment 
within 24 hours afterward! Deadbeats. I hate it 
when people bid and don't pay... I'm right in 
the middle of dealing with that myself.  But the 
previous posters were right -- dont blame ebay 
for some of the idiots who use it.  They can 
take the fun out of selling.  But try not to let 
it get to you.  Relist your cel and maybe you'll 
even get more for it the second time around!
