I myself have that same limit! The only exception
is hankens (if I ever find one that suits me).
And so far it's been really nice to make me stop
and think about what I -really- want, and what is
impulse. There is a fine line between the two
that is hard to distinguish. I find, if I like a
cel enough that I go and visit it at a dealer's
site, that usually lets me know it's more than
just "impulse". And as much as I would ADORE a
VHD: Bloodlust cel...I am NEVER paying that much
for a cel where you can't even see the
character's eyes.

I adore this hobby, but sometimes the prices
astound me. I understand they're collector's
pieces. I understand that feeling and value are
often attached to them and that's fine if you're
willing to pay it...but frankly, this is stuff
that, until not too long ago, was considered
fodder in the production process. There are
millions of cels for a certain anime alone. In
the end, as much as I love them, I have to put
life in priority to what is, essentially, a piece
of plastic that's been painted.
