After looking at pasiphae's scan, I pulled out my 
bootleg VCD of the movie and found that the 
sequence was different from the DVD.  The frames 
in the VCD appear to match the cels.  

I apologize if anyone felt insulted or injured.  
That was not my intent.  I was merely trying to 
point out something that looked odd and to try to 
figure out what was going on.  I thank all those 
who provided information that helped solve this 
mystery.
