I don't know if that's what happened or not in 
this case as I don't have any info but I can tell 
you that it's not un-common. For example, one of 
my friend "fixed" the version of Nadia that was 
broadcasted on the french TV to correct stuff that 
were cut-out from it or changed. At the same time, 
he made a whole list of the scenes that were 
re-draw by Gainax between the original anime and 
the DVD release.

I was not speaking of that scene especialy. Just 
commenting out the previous message...

... But if you want to speak of that scene, you 
may or may not know that some of those cels comes 
with matching drawings done on AIC production 
paper.
