As for Crest of the Stars, I can promise that it 
was cel-work.  I've got several of them ^_^    
And not only Seikai no Monshou, but also Seikai 
no Senki and Seikai no Senki II (the sequels) are 
cel-work.  In fact, Senki cels are easier to find 
than Monshou cels, and very often mislabelled.
