As Misha mentioned most recent anime has been CG -
 coloured.
Some studios have moved entirely to CG coloured 
anime eg. AIC. 

However, there are a few recent series that have 
been cel-based such as:
Mahoromatic
Z-Mind
Galaxy Angels
Noir

It would probably be easier to keep a list of cel-
based anime than CG-based anime.
And to your original question. Crest of the Stars 
is cel-based. Try looking around for it as 'Sekai 
no Monsho'.
