In case you haven't heard from eBay's anal 
auction squad...

In your description you mention that you can
accept Paypal "if high bidder pays the small fee 
paypal would charge me." 

eBay doesn't allow the seller to tack on extra
charges for a different sort of payment (ie.
making the bidder pay your Paypal fees or any
other service fees).  They WILL end your auctions.
(Usually they threaten first, which has happened
to me in the past, as Paypal's fees can really
rip into you for higher-priced cel sales - eBay's
evil anal staff explained that you cannot make
the bidder pay the fees or add on an extra fee for
paying a certain way... but you CAN offer a 
dicount for paying a different way, like "$5 off
if you pay by money order" or something like
that...)

You can see their rules about not allowing
surcharges for personal fees (ie. Paypal fees,
eBay fees, or jacking up the shipping cost to
an unreasonable amount to make the buyer pay for
the seller's fees) on their Listing Policy page:
