Well, instead of giving you a total, maybe I can 
help with what I know of different styles.  :)  
American artists generally go for 30 
frames/second (or cels/second, if you prefer).  
Japanese cartoons are closer to 24 - 27 f/s, not 
counting holds (or still shots), because the 
style requires less continuous full-body motion 
and more pans (watch something Disney, then 
something anime).  So somebody grab a 
calculator . . .  

Or, am I totally wrong on that?  I'm always open 
to being corrected!  ^_~
