It means they accept orders for the first three 
days after they update. If there are more than 
the number they stated for the lottery, they e-
mail the potential buyers and a 1-bid silent 
auction takes place. Then the person who is 
willing to pay the most for the cel gets a notice 
2 days later. If there are not many people going 
for a cel, the winner of the lottery is notified 
after the 3 day acceptance period.

In other words, you still have to wait a while.
