Hmm.. Odd then.. On the cel I had there was 
absolutely NO hand inking where the problem 
occurred. The hand inked parts were clear as a 
bell. It was only the copied lines which blurred. 
If you look at the zoom-in of this cel, it's the 
same deal. Those black lines aren't hand inked in 
this scene. They're pure copy-toner.

Could very well be an interaction between the cel 
paint itself and the toner-lines, but if that's 
the case.. then the lines are between the cel 
material and the paint :(
