I don't think you'd be correct in calling it 
a "cel."  Obviously it is a reproduction print, 
but aren't other reproduction cels made of the 
same materials that production cels are (just 
printed by machines)?  Cels that are painted 
can't have the kind of shading that this has.  
From your description, it sounds like this is 
something just "xeroxed" onto celluloid.

I might be wrong though...if I anyone has any 
other info on this, I'd be interested ;)
