This might help.....but the background will be 
damaged. 

Try wetting around the area of the background the 
cel is adhered to. It's watercolor paper and it's 
made to absorb water so that shouldn't be a 
problem. 

Once the paper is wet, when you're trying to peel 
the cel from it, some of the top layer of paper 
should peel with it. 

It shouldn't be too bad. From there you can touch 
it up with watercolor paint or get a friend who's 
an artist to do it.  

As for background bleeding, I'm not sure what this 
is. Well, for whatever the info's worth. :)
