you could try the freezer method to see if that 
will loosen the cel paint from the background, 
since water would be a mess in this case, and 
cutting is always dangerous

as for the bleeding, a professional might be able 
to re-liquify the cel paint, blending out the 
bleeding, but that would probably be pretty 
expensive
