Depending on who I get at the post office, they 
make me fill out the customs form (the little 
green sticky form) about 1/3 of the time.  I love 
government beurocracy!!    The only time payment 
did not arrive was when I sent regular mail 
instead of Priority (the one time I did), as 
well...
