I knew there was another Kajishima anime with 
characters that look almost exactly like the Dual! 
artwork, and I finally found it. It is Go Senzo 
San-E, and has been released in the US by Central 
Park Media under the name Masquerade. It is a 
Hentai anime (along with the one I posted above) 
but this one is a mystery and is supposed to be 
really good! Anyway, every pic I have seen of this 
character (named Gen)he is wearing a white shirt 
and red tie....so I am guessing this is him. Here 
is the url to the cover of one of the boxes...not 
a very good face, but you can see the clothes.

Although he still could be the guy in Dual! too, 
since they look nearly identical!
