Yep.  That's Kazuki from Dual Parallel Trouble 
Adventures.  At least it certainly looks like him 
to me.  The reason why he looks like Tenchi is 
because it's from the same creators.  It's 
actually pretty funny if no one has ever seen it 
before.  I've seen the first four episodes 
dubbed.  There are giant robots in it though.  
Something of the same humor as El Hazard in my
