The credit card thing is just Ebay's weak way of "making
sure" only people who are legally old enough can get an ID.
The reasoning behind this being credit card companies can
not issue cards to underage users. (Forget the fact that an
underage person *can* now get a credit card if an adult
guardian co-signs for it.)

There are ways to get an ID without a credit card - but you
have to dig through the site to find the rules on that
because they don't really want people to use them. It's
less convienient.
