Actually, you can order a fairly decent low-end player from 
Circuit City or Best Buy for under $200, or about the same
price as a few nice CCS cels.  Well worth the investment
as anime releasing companies increasingly phase out VHS,
especially subbed VHS.  You just get so much more for less
money, space, and time with DVD than VHS.
