I used to own a cel that had a special effects 
layer.  (Had to sell it to afford more cels of 
course.)  It was a Washu Pretty Sammy OVA cel.  
The primarily layer had Washu holding a pitch 
black blob.  The overlay had the green glowing 
blob and Washu's shadows.
