Hi, well, the little chips don't look that bad at least from
the scan =/.  Since there are only a few chips missing, you
can try restoring the cel yourself =).  I'm no expert on
restoration though, but I know some members of this forum
are!  Hopefully, they will be able to help!  Good luck!
