its too bad you can't "refuse" bids from such 
people if you KNOW that person is fraudulet (or 
has been before). it just keeps actual bidders 
from making their bid.  
I wonder why these people find it fun to do fake 
bidding...  I guess they want to "win" the cel, 
but then don't want to actually fork out the cash? 
or perhaps they want to keep other people from 
getting the cel if they cant...?  or in some cases 
they think they want to pay that much, but then 
after the heat of the auction, realize they bid 
far too high? but then in the case of a bidder 
like this... where it goes SO high, the person 
cant possibly be thinking of paying when they bid 
that.  

Any thoughts?
