Was he the only bidder in the auction at the
time? I've seen that happen a few times, when a
person's the sole bidder in an auction. It's
possible that ebay lets someone jump to the
reserve when they're the only bidder, which I
suppose is fair.
If the person with zero feedback's making you
feel nervous, you should contact them. I don't
think it's out of bounds, especially with all of
the false bidders out there lately. The first
auction I was in, I had to contact the seller
about my intentions before I bid, and this didn't
bother me. Anyway, an email might prevent ulcers
caused by worrying about them. :)
