I've done that.  It was actually on the first 
auction I ever did, which is to say I had zero 
feedback.  I set a high proxy bid because I really 
wanted the item, and it immediately jumped to the 
reserve amount.  That's probably what happened in 
your case, too.

Have you considered dropping the current high 
bidder a friendly email?  Something to the effect 
of "I've noticed you're the high bidder on two of 
my aucitons, and you don't have a feedback 
rating....just wanted to check and make sure you 
are serious about the bids on the items, etc."
