Different dealers pack the cels differently.
Some of them use several thick cardboards and sandwich the
cels in between. Some use boxes. These two methods are
the best.
And a few do use the method you mentioned which it's
just an envelope with a thin cardboard. Honestly, I think
this type of dealers just don't want to spend time packaging
the cels safely. Or they don't want to spend money buying
boxes (the US post office do give out free priority mail
boxes unless they don't want to wait on line to ask for
boxes). All they want is to ship the cels out
quickly, and then leaves it up to the post office.
