I really wouldn't bet on cels as "investments" but since
you asked: I would bet Miyazaki cels will keep their value 
for much longer. This is because his movies have a wide
audience -- especially in Asia. And now that Disney is
"distributing" his movies, the cels will be much
more in demand in America.

I have no idea what will happen to Sailor Moon. Then again,
collectible markets often begin out of nolstalgia -- that is,
I remember X toy from my childhood and I would like to own
it again. So, who knows -- when all those kids who grew up
watching Sailor Moon might create another boom in SM 
items including cels.
