The "white stuff" are minerals and other elements that are in water. When you have humidity between layers and it dry away, all the impurity contained in the water are left on the cel. You can wash it away but if it's there since a long time, it won't go away very easly and you may have to use spirit (which is pure and will dry very fast) but be careful of not rub on any painted area or lines that may be drawn on the front of the cel as it would erease it.
