Most multi-layer cels that are not stapled together are taped at the top. The tape used is not archival; you can tell because it's that cheap shiny kind that seems to have a slightly yellowish hue. You can buy archival (also called acid-free) tape at craft shops that carry scrapbook supplies (like at Michael's for example). Noriko
