Hi Sayuri,

I do paint my own cels, with limited success, and I can 
agree info is difficult to find. I don't know of any online 
sites which explain it, but e-mail me and I will give you
all the help I can. 

Probably the first thing is to get the material, it is 
expensive, but Chromacolour do supply a basic kit for about
$70US which has paint, and 50 cels (sized between A4-A3). I
have been reasonably happy with this.

Then practice, my first attempts were rather blotchy but 
every time they improve. I also asked one of the fan art 
pages for advice and found Amy (MarieVega@aol.com) to be
quite helpful.
