In my experiences, which I think have been many, cel
dealers in Japan are very friendly, very good, and very
fair, with few exceptions. I also think it never hurts to
ask, although at this point most dealers have been asked
enough by collectors here, even in Japanese, that if they
say they won't sell abroad, they probably mean it. Still,
other than those, the people who will sell to the states I
think are excellent.
Yahoo Japan is different because these aren't dealers.
Like ebay or any other similar setting you never know who
you are buying from. You never know what prejudices they
harbor or even if they have any intention of going through
with the transaction at all. The warning I give to Yahoo
is not a Japanese one, it is to dealing with who-knows-who
in a foreign country where if something goes wrong there
is little you can do about it. Also, there is a place on
each auction that says if the seller will not ship
internationally. If they did not put up the warning, you
can ask, but if it is there, there is a probably a reason.
