The drawing that comes with cels are hand-made and not done by a computer, at least for japanese cels. They are called douga. The "rought" drawing you are refering to are just in-between sketch or one that show the scene layout. Neither douga or rought sketches realy add any value to a cel: That's nice to have them if possible but if you don't, that's not important. Some studio like AIC don't give anymore douga with their cels. On the other hand, TOEI was often packaging their Sailor Moon and DBZ cels with timechart and douga. Slayers cels from the first TV were often coming with douga and rought sketches. The valuable drawing are genga. But they are never sold with a cel. (They are not used to create a cel directly).
