You can probably get it directly from glass manufacture or from most shops that frame stuff. Just buy a glass of the needed size and use it with a "normal" frame : that's much cheaper than geting a frame from a specialized shop... If the UV glass is still too expensive for you, go in a shop specialized in photography and buy a anti-UV spray. You can use it to give a anti-UV coating to normal glass. It doesn't protect as much as the other method but it's already better... Just one thing : remember on which side you put the coating and don't put it in contact with the cel...
