Well, I know a lot of die-hard cel collectors surfing 
those cel sites every single day, so they know when the
new cels are posted.  Also, some collectors have been
spending hundreds and thousands of money on some cel 
dealers already.  So they have built up good relationships
with the dealers; therefore, the dealers will often sell
the new cels privately first before posting up on the sites.
The studios which made Master Mosquiton TV and Weiss Kreuz
are starting to release a lot of their cels lately.  In
particular, Master Mosquiton TV cels are getting a lot of
easier to find than before, and cheaper than the OVA cels
If you have missed the chances of getting certain ones from
these two series, don't worry too much because there are 
more and better ones to come in the future.  
On the other hand, Master Mosquiton OVA cels
are more rarer and expensive since it only has 6 episodes
while the TV version has 26 episodes.
