When you buy a cel, you don't get any right to the
copyright on the anime and characters. You can show
it to friends, hang it on your wall but you are not
allowed to copy it or display it publicly in anyway.
So you are not allowed to put a picture of it on a
website.

In the same way, it's not because you bought a CD
that you are allowed to copy it on a tape or put
the music on internet. If you buy an art-book,
you are not allowed to scan pictures of it
and display them...

Now it's a little bit differant for dealers : when
selling a produce of a company, we are allowed to
make a catalog of the produces or use samples
as publicity.
