Mononoke Hime had an outragously high frame rate and well over
100,000 cels(including mouths, blinking eyes) were made for it.
But that's a 2 hour movie with insane frame rates.
For 1 TV episode, it's probably around 10,000 depending on
how good the animation is.
OVAs are a lot more since the budget is higher and when you look
at a town scene with a lot of people in an OVA vs TV, you'll notice
that a LOT more townspeople are animated.

Layout=I think this is the "background genga" I was referring to
below. What should be on the cel as opposed to the painted BG
is colored over. I think my YUA thing is from the layout.
The cel contents are crayoned over in yellow, the background is
given an number and the episode # & cut # is on the layout order.(?)
Genga=black and white drawings depicting what the cel would
have on it. There are also background genga too. I have one for
YUA-if I manage to get the staples out, I will scan it.(20?)
